When I discuss ethics, I often try to frame it in terms of the forces that move us to make bad decisions. I'm going to come right out and say it: using file footage from an unrelated interview question in this way was a bad decision. What kinds of forces would have made the reporter and producer do this?

They wanted the story to seem more exclusive and exciting in order to draw more viewers. It amazes me, however, that whoever put the story together was under the impression that Fisher would be ok with their using his quote out of context.
Sensationalism. That is it. The only reason anyone would do that in my opinion would be to make the story more dramatic, which was apparently very successful, even though it may not be for the same reasons
